I’m a Medicaid home care service aid. How do I register with a new CDPAP agency?

NOTE: As of March 28, 2025, all Medicaid Consumer Directed Personal Assistance Program (CDPAP) Consumers and their aides must transfer to a new CDPAP agency called Public Partnership, LLC (PPL). More information below about CDPAP and how to switch to PPL.

What is CDPAP?

The Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid program that allows Medicaid members who are eligible for home care services to choose and hire their own personal caregiver. This can include a friend or family member, as long as they are not the Medicaid member’s spouse, their designated representative or the parent of a CDPAP consumer under the age of 21.

CDPAP provides services to chronically ill or physically disabled individuals who have a medical need for help with daily activities or who require skilled nursing services. The CDPAP services provided by a personal assistant can include any of the services normally provided by a personal care aide (home attendant), home health aide, or nurse.

How do CDPAP aids get paid?

CDPAP aides enter their time and get paid through agencies. CDPAP aides had been allowed to choose the agency they worked with. These agencies are called fiscal intermediaries. There are many of these agencies across New York State.

What is changing in New York State?

New York State is now requiring all CDPAP aides to use one agency. The new agency is called Public Partnership, LLC (PPL). All Medicaid consumers and CDPAP aides must be registered with this new agency by March 28th or home care services won’t be paid for.

How do I enroll with PPL?

There are 4 ways to enroll with PPL. You must complete one by March 28th.

  • Online: You can register online at https://pplfirst.com/programs/new-york/ny-consumer-directed-personal-assistance-program-cdpap/ or google “PPL how to register”. The consumer must register before the aide can register
  • Over the Phone: For Spanish, call 1-833-281-0927. For English, call 1-833-247-5346. Other languages available here. If your language is not available, call one of the lines and ask to speak with a representative. Be prepared for long wait times.
  • With a Facilitator: Your current CDPAP agency may be able to help you make the transition. You can see If they are listed here: https://pplfirst.com/cdpap-facilitators/ This does not mean you can keep the facilitating organization as your agency.
  • Registration Session: You can sign up for a virtual or in-person PPL session here: https://pplfirst.com/cdpap-resources-events/ Addresses for in-person sessions or links for zoom sessions are often sent out less than one day in advance.
