I’m a Medicaid CDPAP consumer or aide. How do I register with a new CDPAP agency?

NOTE: As of March 28, 2025, all Medicaid Consumer Directed Personal Assistance Program (CDPAP) Consumers and their aides were required to transfer to a new CDPAP agency called Public Partnership, LLC (PPL). More information below about CDPAP and how to switch to PPL.

What is CDPAP?

The Consumer Directed Personal Assistance Program (CDPAP) is a New York State Medicaid program that allows Medicaid recipients who are eligible for home care services to choose and hire their own personal assistants (PAs). This can include a friend or family member, as long as they are not the Medicaid member’s spouse, their designated representative or the parent of a CDPAP consumer under the age of 21.

CDPAP provides services to chronically ill or physically disabled individuals who have a medical need for help with daily activities or who require skilled nursing services. The CDPAP services provided by a personal assistant can include any of the services normally provided by a personal care aide (home attendant), home health aide, or nurse.

How do CDPAP aides get paid?

CDPAP aides enter their time and get paid through agencies. CDPAP aides had been allowed to choose the agency they worked with. These agencies are called fiscal intermediaries. There are many of these agencies across New York State.

What is changing in New York State?

New York State is now requiring all Medicaid CDPAP consumers and their aides to use one agency. The new agency is called Public Partnership, LLC (PPL). All Medicaid consumers and CDPAP aides must be registered with this new agency. The original deadline was March 28, 2025. If you or your aide haven’t registered, you should still do so. Failure to register may affect your care and CDPAP aide payments.
